It seems the only thing that Washington, Tel-Aviv and Ramallah agree on is the need for Mahmoud Abbas to have his own private “militia” and to be added to the list of the War Lords of the region. To fund this 55,000 man strong militia, the US propose a $7 BILLION for such a militia, whose mission is to keep the citizens in check and not offend the continued Israeli Occupation.We all know Oslo was nothing more than a security contract between the PLO, the Palestinian Troika of Arafat, Abbas and Qurai, on one hand and Israel on the other hand.

Under Oslo the PLO took over the day to day administration and management of the occupation similar to the function carried out by the Israeli Civil Administration which managed the Occupation until time Israel was able to find a suitable contractor in the PLO and the Palestinian Troika. With one exception. The international community as to pay for the PA to manage the Occupation thus releasing Israel from the financial burden it had before and allows it to shift the saved money to build more settlements and take over more and more Palestinian land, while the boys in Ramallah, including the late Arafat where very happy and pleased with the semblance of power including a presidential guards and the red carpet while hundreds of thousands have to wait for hours, sometimes for days at Israeli checkpoints just to go to work or home.

Arafat the cunning and fraud man he was, succeeded in convincing Israel that having a large and fragment militia is in Israel’s best interest and it is the only way for him, Arafat, to manage the Palestinian population and keep himself in charge with no challenge to his authority. Israel and the US of course went along, since Israeli security, security for its occupying soldiers, security for its armed settlers is what Oslo all about. Every one was very happy with 40,000 members militia and some 13 different and competing security organizations including, would you believe, a naval and air force military intelligence units, not to mentions the criminal organization, the Preventive Security Organization in Gaza and Ramallah that became the backbone and the guardian for Israel’s security.

That is why and as long Arafat was able to keep the peace for Israel, the US, the EC, Israel all were very happy with such arrangements even though these security organizations turn out be nothing more than criminal enterprise full of thugs and drug runners, and acting more like a mafia than a security force.

All of this changed when the Second Intifada broke out. Then these security organizations became, and all of a sudden a big issue and became the target for the IDF. All of a sudden, Arafat was asked, in fact Israel and the US demanded that he gives up the control of these militias to his prime minister, Mahmoud Abbas. This of course set the stage for Mahmoud Abbas to succeed Arafat and now with his own militia.

Now the US is proposing a $7 Billion budget for Abbas own presidential militia, similar to Noriega and Saddam presidential militia and guards. $7 billions are whole lots of money for a private militia. At the present time, the Palestinian Authority can claim the Guinness World Records for the highest ratio of citizens to security. With an added $ 7 Billions then the Abbas will be able to shut down all the schools, all the hospitals and all the businesses and will be able to recruit every one to be members of his own militia. It will be great way to run a nation. A nation with no schools, no hospitals but a nation with security forces dedicated to Oslo and the protection of the gains made by Israel under Oslo and of course keeping the PA in business as security contractor for the Israeli Occupation.

I have no idea what this all money can do or buy. Certainly it will be a good source for Abbas and his boys to make a killing fleecing the funds and making big time commissions from such funding. The PA and Fatah leadership can then add hundreds of millions to its own already fat bank accounts.

Like the Israelis and the US, the present Palestinian Troika of Abbas, Qurai and Eurikat continue to believe the issue with Israel is not the occupation that lasted 40 years but a security issue which needs some $7 billions to fund and take care of. Oslo was a security contract and so the final status negotiations will be nothing more than a more sophisticated security contract this time funded with $ 7 Billions. Forget about ending the occupation, forget about Jerusalem, forget about ending the settlements activity let alone evacuating the settlements, forget about building and funding good educational system and bring it back up to the level it used to be at before the boys from Fatah became in charge, forget about hospitals and clinics and sport halls and music schools or even housing for those who lived in refugee camps for the last 60 years. Welcome to a nation under Occupation, the first in the world with a $ 7 Billion presidential militia. What a joke?
