Yasser Arafat, when he headed Fatah and the PLO ruled with iron fists and made sure that he and he alone is in charge. Arafat knew that “money” is weakness of all PLO and Fatah cadre whether high ranking or small time operatives. That is why he made sure he and he alone was the one who control the purse and makes all the decisions and was the one who solely dispensed money to every one and to every department.
